Foreman is a tool written in Ruby that helps manage Procfile-based applications. A Procfile is a file that declares multiple processes/services the application uses (e.g. web server, worker, background jobs). Foreman can start all those declared services locally, manage their output, environment variables, etc., making it easier to develop multi-process applications locally.
