This is the Linux app named Captions whose latest release can be downloaded as captionssourcecode.tar.gz. It can be run online in the free hosting provider OnWorks for workstations.

The captions repository is where subtitle files for 3Blue1Brown videos live, making it easier to add, review, and translate captions collaboratively.
